070 sets the city's construction-site erosion and sediment control requirements. 070(A) requires the applicant to submit satisfactory proof that a Notice of Intent (NOI) has been filed and that a Storm Water Pollution Prevention Plan (SWPPP) has been prepared before the city will issue any grading or building permit; a copy of the NOI and SWPPP must stay on-site during grading and construction for inspection. 070(C) still requires the applicant to submit, and implement, a grading and construction activity runoff control program that retains on-site sediment using treatment control or structural best management practices, keeps construction materials, wastes, spills and residues from reaching streets or drainage facilities, contains wash water from equipment and vehicle washing, and controls erosion from slopes and channels through measures such as limiting grading during the wet season, inspecting graded areas during rain events, planting and maintaining vegetation on slopes, and covering slopes susceptible to erosion.

070(D) through (F) add related site controls: recovering pavement saw-cutting waste before it reaches a drain, managing street and road maintenance materials to keep them out of the MS4, and washing concrete trucks and equipment only in a city-designated area.
