Lubbock Code Chapter 24.5 and the Stormwater Management Program implement the Texas Pollutant Discharge Elimination System (TPDES) MS4 permit. The City drains toward approximately 80 interior playa lakes plus Canyon Lakes along Yellowhouse Canyon. Construction sites over one acre must file a Notice of Intent with TCEQ, post the NOI on site, and maintain a Stormwater Pollution Prevention Plan. Smaller sites still need City erosion control. Only rainwater may enter storm drains. Dumping oil, paint, concrete washout, or grass clippings is a violation, as is pressure-washing chemicals to the curb.
