11 (Stormwater Regulations): no person may intentionally introduce, or cause to be introduced, any discharge into the MS4 that isn't composed entirely of stormwater, unless it fits one of the exempted categories in subsection (b), which include water line flushing without residual chlorine, landscape irrigation, diverted stream flows, uncontaminated groundwater infiltration, footing drains, lawn watering, street wash water, and charitable car washes, among others. Any direct connection to a city-owned storm sewer requires prior written authorization from the stormwater engineer, and the city can revoke an exception if it determines a discharge is actually a source of pollution, after giving notice and time to stop.

032 adds specific bars on illicit connections and requires connections that were legal when installed but are now considered illicit to be brought into compliance within 30 days of notification. 040, who can declare an actual or threatened illicit discharge a nuisance, serve written notice specifying the corrective measures and deadline, and issue stop-work orders on any construction site in violation, effective immediately for emergencies involving hazardous discharges. An administrative appeal goes first to the director of public works, then to the permit and license appeal board, then to a court of competent jurisdiction, and has to be filed within ten days of receiving the violation notice. 121 of that code, with the TCEQ as a necessary party to those suits.
