Summary
Projects in Maple Grove that create or fully reconstruct one acre or more of impervious surface must develop a full stormwater management plan meeting the city's engineering design standards.
All projects resulting in site disturbance that creates one or more acres of new impervious surface or fully reconstructs one or more acres of impervious surface will be required to develop a stormwater management plan that meets the requirements of the city's engineering design standards. In lieu of preparation of a stormwater management plan, all land disturbing activities within the city that require a permit only required to follow the construction site stormwater runoff control requirements and are encouraged to incorporate the requirements of the city's engineering design standards.

Full Breakdown
City Code § 14-71 requires any project resulting in site disturbance that creates one or more acres of new impervious surface, or fully reconstructs one or more acres of impervious surface, to develop a stormwater management plan meeting the city's engineering design standards. Smaller land-disturbing projects that need a permit but fall under that acreage threshold instead only have to follow the construction site stormwater runoff control requirements, and are merely encouraged (not required) to incorporate the fuller engineering design standards.
Violations & Fines
Proceeding with a one-acre-plus impervious project without an approved stormwater management plan blocks permit issuance under § 14-68(11) and can be prosecuted as a misdemeanor under § 14-61 for failing to meet article requirements.
