Oxnard is regulated under the Ventura Countywide MS4 NPDES permit (Order No. R4-2010-0108) issued by the Los Angeles Regional Water Quality Control Board. All construction projects disturbing one acre or more require a Stormwater Pollution Prevention Plan (SWPPP) and coverage under the General Construction Permit. New development and redevelopment projects must incorporate Low Impact Development (LID) measures including bioretention, permeable pavement, and infiltration systems. Oxnard's storm drains flow directly to the Pacific Ocean through channels including the Oxnard Industrial Drain and Santa Clara River estuary. Illicit discharges, including wash water, fertilizer runoff, and construction debris entering storm drains, are prohibited. The city conducts dry-weather screening and public education programs.
Stormwater violations can result in administrative fines up to $10,000 per day. Construction sites without SWPPPs face stop-work orders. The Regional Water Board may issue additional penalties.
