Camarillo Municipal Code Chapter 9.32 (Stormwater Quality) prohibits illicit discharges to the storm drain system and requires best management practices (BMPs) for both construction activities and developed properties. The city participates in the Ventura Countywide Stormwater Quality Management Program under the municipal NPDES permit.
CMC Chapter 9.32 implements the city's responsibilities under the federal Clean Water Act and the municipal NPDES (National Pollutant Discharge Elimination System) permit. Section 9.32.030 prohibits illicit connections and discharges to the storm drain system. Section 9.32.040 provides general discharge prohibitions, and Section 9.32.050 lists specific prohibited discharges including paint, oil, chemicals, sewage, and sediment. Section 9.32.080 requires construction sites to implement erosion and sediment control BMPs. Section 9.32.090 requires post-construction BMPs for new development to manage stormwater quality and quantity. LID (Low Impact Development) requirements apply to qualifying projects, requiring on-site retention or treatment of stormwater. Section 9.32.100 requires all property owners to implement BMPs appropriate to their property use. The city conducts inspections under Section 9.32.140 and may inspect critical source facilities per Section 9.32.150. Camarillo drains to Calleguas Creek watershed, which flows to the Pacific Ocean.
Violations of CMC 9.32 may be addressed through administrative enforcement, civil remedies, or criminal prosecution per Section 9.32.160. Fines can be significant, particularly for discharges that reach waterways. Contact Public Works for stormwater questions.
