Moorpark's stormwater program under MMC Chapter 15.24 (Stormwater Quality Management) prohibits discharge of pollutants into the storm drain system. Non-stormwater discharges are prohibited. New development must incorporate Best Management Practices (BMPs) for stormwater retention and treatment.
The city's stormwater chapter implements the Federal Water Pollution Control Act by requiring NPDES permit compliance and prohibiting pollutant discharge to navigable waters. Non-stormwater discharges into the storm drain system are prohibited, including wash water, chemicals, paint, oil, and other contaminants. New development and significant redevelopment projects must prepare Stormwater Quality Management Plans incorporating structural and non-structural BMPs for onsite retention, treatment, and infiltration. Construction projects require erosion and sediment control plans. Property owners must maintain drainage facilities on their property and keep watercourses reasonably free of trash, debris, and vegetation that could create flooding hazards. The city participates in the Ventura Countywide Stormwater Quality Management Program under its Municipal Separate Storm Sewer System (MS4) permit.
Discharging pollutants into the storm drain is a violation subject to administrative penalties and potential state Clean Water Act enforcement. Construction sites without erosion control plans may receive stop-work orders. Contact Community Development at (805) 517-6200 for stormwater plan requirements.
