Full Breakdown

Moorpark's construction-standards section sets a two-foot freeboard above the FEMA base flood elevation for residential lowest floors in A zones and all other special flood hazard zones (AO zones instead use the FIRM depth number, or two feet if none is listed). Nonresidential construction may elevate to the same standard or floodproof instead. Completion requires certification of the finished lowest-floor elevation by a registered professional engineer or surveyor, verified by the building official and kept on file with the floodplain administrator.

Violations & Fines

Occupying or completing construction without the required certified elevation documentation is presumed a violation of Chapter 15.24 and can block final approval; unpermitted noncompliant construction is a misdemeanor under § 15.24.080.
