(a)It shall be unlawful and a violation of this chapter to do any of the following, except as may be provided in subsection (b) below:(1)Cause or allow any illicit discharges, including but not limited to the discharge of sewage, industrial wastes or other wastes, into the storm drain system, or any component thereof, or onto driveways, sidewalks, parking lots, or any other areas draining to the storm drain system.(2)Connect, or cause or allow to be connected, any sanitary sewer to the storm drain system, including any unauthorized sanitary sewer connected to the storm drain system as of the date of the adoption of this chapter...(5)Throw, place, or deposit or cause to be thrown, placed, or deposited in the storm drain system anything that impedes or interferes with the free flow of stormwater therein.
