Under its UPDES MS4 permit, South Jordan is required to maintain an Illicit Discharge Detection and Elimination (IDDE) program. The city's stormwater ordinance makes it unlawful for any person to discharge or cause to be discharged any pollutant, liquid, or solid into the storm sewer system or any receiving waters. Prohibited discharges include used motor oil, gasoline, antifreeze, solvents, paint and paint washout, sanitary wastewater or sewage, industrial process water, chlorinated pool and spa water, excess landscape irrigation, pet waste, grass clippings, leaves in bulk, concrete truck washout, and chemicals of any kind. Allowed non-stormwater discharges (under the permit) are limited and include things like landscape irrigation, uncontaminated groundwater infiltration, air conditioning condensate, dechlorinated pool discharges (to sanitary sewer typically), and emergency firefighting flows. The city investigates reported discharges by tracing outfalls and inspecting catch basins. Enforcement can include verbal warnings, written notices, civil fines, stop-work orders, and referral to Utah DEQ for state-level enforcement. Utah Code Β§19-5-115 authorizes penalties up to $10,000 per violation per day for Water Quality Act violations.
