Sunnyvale is a co-permittee under the San Francisco Bay Region Municipal Regional Stormwater Permit (MRP) and enforces discharges through SMC Chapter 12.60 and related provisions. Non-stormwater discharges such as car-wash soap, paint rinsate, construction runoff, sediment, and pet waste are prohibited from entering storm drains. Projects that create or replace 2,500 square feet or more of impervious surface must implement Low Impact Development (LID) measures, including bioretention, pervious pavement, or infiltration to treat the first flush. Construction sites must follow a Stormwater Pollution Prevention Plan (SWPPP) with BMPs such as silt fencing, fiber rolls, and covered materials. Violations can lead to fines, stop-work orders, and notification of the Regional Water Board.
