The three-foot cap applies specifically to the frontage facing a public right-of-way, the same street-facing edge governed by the district's build-to lines and setback rules; a taller fence or wall can still go up along a side or rear property line that does not front a street. The six-inch allowance for post caps, finials and pillars is the only listed exception to the three-foot ceiling, so a solid masonry wall cannot use that allowance to gain height across its whole run, only at discrete posts or pillars.

The chain-link and unfinished concrete masonry ban tracks the district's broader materials standards, which elsewhere require earth-tone, natural-looking finishes on buildings; a fence of either banned material is barred even where it would otherwise fit the height limit, so long as it fronts a lot, sits next to public open space, or is visible to the public. This subsection sits inside the same Article that supersedes any conflicting fence standard in the underlying use district for property inside SPA-D, so a fence height allowed elsewhere in the County's R or C districts does not control once a parcel falls within the Rice Street boundary.
