Rose Hill, NC Fence Regulations: Height Limits (2026)

Rose Hill's Zoning Code, Chapter 154, does not carry a separate stand-alone fence ordinance setting a citywide fence height cap for front, side and rear yards. 041(G) of the R-1 Residential District rules, is the corner visibility triangle: on any corner lot, within the area formed by a triangle measured 25 feet from the intersection of the street right-of-way lines, nothing may obstruct vision between a height of two feet and a height of ten feet above the average center line grade of each intersecting street.

A fence built solid to six feet, for example, would violate this section if any part of it sits inside that 25-foot triangle, even though the same fence would be legal just outside the triangle. 047(E)(1), governing the HB-1 Highway Business District, separately bars any sign, parked vehicle or similar object between two and ten feet tall within the first five feet of a street, road or highway right-of-way. Read together, the pattern in Rose Hill's code is not a fixed maximum fence height for every yard, but a sight-line rule keyed to the two-to-ten-foot band wherever a corner or roadway sightline is at stake.

A property owner may build a fence taller than ten feet, or shorter than two feet, anywhere on the lot including inside the corner triangle; the restriction only bites in that middle band. 999: town staff can issue a written notice of violation, appealable to the Board of Adjustment, and a conviction is a misdemeanor carrying a fine of not more than $50 and up to 30 days in jail, with each day of a continuing obstruction treated as a separate offense.
