Pittsburg allows a wide range of fence materials in residential and commercial zones under PMC Title 18. Commonly permitted materials include wood (cedar, redwood, dog-eared, board-on-board), vinyl/PVC, wrought iron and tubular steel, chain link (with or without privacy slats), decorative masonry (block, brick, stucco), and composite panel systems. In residential zones, chain link is typically allowed but many HOAs prohibit it in front yards for aesthetic reasons. Barbed wire and razor wire are generally restricted to industrial zones or as top-strand only with height and setback requirements (see Barbed Wire section). Electrified fencing (except low-voltage pet containment) is restricted to agricultural and industrial uses. All fences must be constructed to code, structurally sound, and maintained in an upright condition without broken pickets, leaning, or disrepair. Painted murals and decorative elements are permitted subject to sign code review if they constitute advertising. Fences serving pool barriers must meet additional California Health & Safety Code Β§115920 barrier standards (see Pool Fences). Replacement with in-kind materials typically does not require permits.
