The city's historic-district fence rule (Sec. 145-21(c)(5)) limits residential fence construction inside the Highland Park-Bingham Park overlay to wrought iron, wood, brick, or stucco, and flatly bars exposed concrete block. Chain-link is not banned outright but is permitted only if it stays out of view from the public right-of-way -- a visibility test rather than a blanket prohibition. Masonry and metal fences carry their own follow-on rules in the same section: masonry must match the main building's mortar and brick, and wrought iron must suit the building's style. This standard applies only inside the mapped historic overlay, not citywide; other Texarkana residential lots fall under the general fence rules in Chapter 140.
