Grand Prairie, TX Fence Regulations: Neighbor Fence Rules (2026)

Section 29-90, 'Fence nuisance,' requires that fences be installed and maintained in accordance with the Unified Development Code, the International Property Maintenance Code, and the Code of Ordinances, and that required fence elements be maintained in a neat, orderly, and sound manner at all times. The section specifically requires fences to remain in an upright position with all panels, wall brick, or other parts in place and firmly attached, and requires that broken or missing parts be replaced on a prompt and regular basis and within a reasonable amount of time.

Failing to install or maintain a fence that way is declared a nuisance under this section, triggering the general nuisance abatement process in Sections 29-95 through 29-101: a code compliance officer gives the owner ten days' notice to fix the fence before the city can act. Subsection (b) addresses the situation common to boundary fences: because a fence may be owned by more than one property owner, depending on the location of the fence or other factors, the code sends ownership disputes to a public hearing where the building advisory and appeals board hears the evidence and makes a determination of ownership. That board's determination then establishes which neighbor is legally responsible for repairing or replacing the deteriorated fence.
