A fence under 7 feet that meets UDC standards needs no permit in Colorado Springs. Fences 7 feet or taller are accessory structures requiring a building permit through Pikes Peak Regional Building Department.
Colorado Springs does not require a planning/zoning permit for a code-compliant fence under seven feet; UDC 7.4.910B states such fences may be placed anywhere on a property provided they meet the height, sight-line, material, and access standards. The city's official Fences page explains that any fence over 7 feet in height is considered an accessory structure and requires a building permit issued through the Pikes Peak Regional Building Department (PPRBD), which can be reached at (719) 327-2880. Because over-7-foot fences are accessory structures, they must also satisfy the accessory-structure dimensional standards in UDC Part 7.4.2. Battery-charged (electric) fences must comply with the UDC and be marked with conspicuous warning signs at intervals of not less than thirty (30) feet. Fences in the Hillside Overlay (HS-O) district and within mapped Sight Distance Lines are subject to additional restrictions. Property owners remain responsible for locating their own property lines before building; the city does not survey private lines.
Building a fence of 7 feet or more without a Regional Building permit can result in a stop-work order, after-the-fact permit requirements, code-enforcement citations, and removal or lowering of the fence. Fences that violate UDC height, material, or sight-line standards are enforced by the city Code Enforcement Division regardless of permit status.
