Lenexa, KS Fence Regulations: Fence Permit Requirements (2026)

Section 4-1-B-24-F-5-a-1 of the Lenexa Unified Development Code opens the fence rules with a blanket rule: all new and replacement fences, walls, or retaining walls require a permit prior to construction. The application must include a scaled and dimensioned plot plan showing the proposed structure along with all property lines, easements, setbacks, and structures, plus details on materials, height, and design. The City can ask for additional information case by case. Six exceptions remove the permit requirement. A decorative fence or wall built to Section 4-1-B-24-F-5-b needs none, and neither does an agricultural fence or wall, or a retaining wall less than 4 feet in height.

Replacing less than 50 percent of a single fence line with the same materials, height and design in the location where the fence was previously permitted is also exempt. So is replacing a fence, wall or retaining wall that was removed to complete work within an easement, with the same materials, height and design in the same permitted location, and so is swapping non-structural components such as pickets. Table 1 shows the permit column by type: yes for residential and non-residential fences, recreational fences, and retaining walls of 4 feet or more, and no for agricultural fences, decorative fences, underground electric fences and retaining walls under 4 feet.

Installation standards apply either way: posts set in concrete footings at least 18 inches deep, finished side facing outward, and approval from the applicable entity before building in any easement. The Community Development Director can require a fence in an easement to be relocated or removed. Drainage easements bar walls outright.
