C(D)(2)(a) states flatly that "all fences and walls require a building permit," with no carve-out for height, material or accessory status; that differs from ordinary accessory buildings, where structures under 120 square feet and eight feet tall can get by with only a Zoning Certificate. Once a fence or wall is up, City Code § 4-1-11 keeps it under continuing regulation: it defines a "fence or screen wall" as a self-standing structure built to provide semiprivacy, security or sound absorption or reflection, and requires all fences, screen walls and retaining walls to remain safe, structurally sound and uniform or compatible in color and structure.

The section spells out what counts as the "hazard, blight or condition of disrepair" that triggers enforcement: leaning fences, fences missing slats or blocks, holes, breaks, rot, crumbling, cracking or peeling paint or rust, graffiti, or other damaged material. That maintenance duty applies citywide and runs independently of whether the original permit was ever pulled, meaning a properly permitted fence can still be cited years later if it falls into disrepair.
