B of the Unified Land Use Code splits veterinary uses into two standards. For a Veterinary Clinic or Hospital without animal boarding, subsection B requires all pens and kennels to sit inside an enclosed, air-conditioned building with no outdoor runs, pens, or holding areas, limiting boarding strictly to pre- and post-treatment observation and care. That facility must meet or exceed Colorado's minimum operating guidelines under state law and obtain a license from the Colorado Department of Agriculture, a copy of which goes to the city's Director, and the operator must submit a plan of operation showing it can control odor, dust, noise, waste, drainage and security so the use does not become a nuisance or safety hazard to neighbors.

F. A separate Indoor Kennel standard in the same subsection bars outdoor dog runs entirely and requires soundproofing so kennel noise is not perceptible at the property line.
