No. Effective March 1, 2017, Madison's Building Department stopped issuing fence permits. Fences in the Historic District still need Historic Preservation Commission approval, and all fences must comply with the Zoning Ordinance.
The City of Madison no longer requires or issues a standalone fence permit. Homeowners install fences without a Building Department permit, but the fence must still meet all Zoning Ordinance standards (height, setbacks, materials, and intersection visibility). One exception: fences within the City of Madison Historic District require approval from the Historic Preservation Commission before installation. The City also warns that fences placed within a City easement are installed at the owner's own risk and may be removed without replacement if the City accesses the easement.
A non-compliant or Historic-District fence built without HPC approval can trigger Code Enforcement action, including required alteration or removal at the owner's expense.
