No fence shall be erected unless the property owner or his authorized agent has first obtained a permit therefor from the zoning officials and having paid the appropriate fee as provided in section 105-25. Any person who erects a fence in violation of this section shall pay double the permit fee. For a second violation in a 12-month period, the person shall pay double the fee plus an additional $500.00. For a third such violation within a 12-month period, in addition to the penalty listed for a second violation, the offender shall be barred from work in the city for a period of one year from the completion date of the project that resulted in the third offense. The payment of any of the fees or penalties listed herein shall not relieve any person from compliance with the requirements of this Code and the execution of the work, nor from any penalties described herein.
