Rockford requires a permit before any fence is erected, with double fees and escalating fines for violators.

No fence shall be erected unless the property owner or his authorized agent has first obtained a permit therefor from the zoning officials and having paid the appropriate fee as provided in section 105-25. Any person who erects a fence in violation of this section shall pay double the permit fee. For a second violation in a 12-month period, the person shall pay double the fee plus an additional $500.00. For a third such violation within a 12-month period, in addition to the penalty listed for a second violation, the offender shall be barred from work in the city for a period of one year from the completion date of the project that resulted in the third offense. The payment of any of the fees or penalties listed herein shall not relieve any person from compliance with the requirements of this Code and the execution of the work, nor from any penalties described herein.

Full Breakdown

Under City Code Sec. 105-1, no fence can go up until the property owner or an authorized agent gets a permit from the zoning officials and pays the fee set in section 105-25. Build without one and the fee doubles. A second violation within 12 months adds a $500 penalty on top of the doubled fee, and a third violation in that same 12-month window bars the offender from doing any work in the city for a full year after the project's completion date. Paying the fees or penalties does not excuse compliance with the rest of the Code.

Violations & Fines

Doubled permit fee; second offense in 12 months adds $500; third offense bars the violator from city work for one year.
