Vineland, NJ Fence Regulations: Fence Permit Requirements (2026)

Section 425-307A states that an application for a zoning permit shall be submitted to the Zoning Officer prior to the commencement of a use or the erection, construction, reconstruction, alteration, conversion or installation of a structure or building, and that the application must be accompanied by payment of a fee established by the chapter. Vineland's code does not carve out an exemption for fences from that requirement, and § 425-77A defines a fence as an artificially constructed barrier of any material or combination of materials erected to enclose or screen areas of land, which fits within the ordinance's structure-permitting scheme.

Once permitted, a residential fence must still meet § 425-77D's standards: a maximum height of six feet from the building line back and four feet between the property line and building line, at least 70% openness on the vertical face for front-yard fences over 30 inches, a ten-foot minimum height for open-wire tennis-court fencing, and a four-foot minimum around in-ground swimming pools. Business and industrial zone fences, outside the LC, LMS and EG Zones, may reach eight feet including barbed wire, set back 10 feet from the front property line; fences are prohibited outright in the LC, LMS and EG Zones except for trash-enclosure or mechanical-equipment screening. A zoning permit issued for a fence is valid for six months from issuance under § 425-309D.
