Waukegan, IL Fence Regulations: Fence Permit Requirements (2026)

Sec. 6-301, part of the 'Waukegan Fence Ordinance' (Sec. 6-296), requires that no fence or planting screen, whether required or merely permitted by the article, be constructed without first obtaining a fence permit from the building department. The application, made on building department forms, must include the name and address of the property owner, a survey of the property showing the proposed fence's location, a detailed drawing showing the fence's height and structure or method of construction (or a detailed written description of the height and structural specifications), and, for planting screens, a planting plan listing the number, botanic name, common name, and size of plant materials.

Sec. 6-302 sets fees according to the schedule adopted by the city council. Sec. 6-300 assigns administration to the building commissioner, who receives applications, collects fees, issues permits and inspects, while the code enforcement board hears variances, appeals, and violations. Sec. 6-299 requires that any fence needed for an occupancy permit be installed before that occupancy permit issues, and Sec. 2 of the zoning ordinance before a zoning certificate issues wherever fencing or screening is required for a permitted or special use.
