Bayonne, NJ Filming & Production: Location Permits (2026)

Bayonne City Code Section 4-19.3 makes it unlawful to film or permit filming on public or private property anywhere in the city without first completing an application and obtaining a permit from the Mayor or a designee, issued out of the Office of the Mayor at 630 Avenue C. Applications go through that office during normal business hours and must be accompanied by the permit fee set under Section 4-19.7 ($500 minimum per day for a basic permit, $1,000 minimum per day for filming in public buildings or parks, $50 minimum per day on private property, each subject to an impact review by the Law Division).

The Mayor's office sets the approved shooting location and duration by specific dates, and the permit must be available for inspection by city officials at the filming site at all times. If weather or other good cause prevents filming on the approved dates, the applicant can get a new permit for other dates without paying an additional fee. News gathering is not covered by this permit requirement under Section 4-19.2, and public-access, student and nonprofit filming of public, political, sporting or educational events for broadcast on public, educational or government access channels is exempt under Section 4-19.4.
