Bayonne, NJ Filming & Production: Production Noise (2026)

Section 4-19.6.d of the Bayonne City Code requires every filming permit holder to conduct filming so as to minimize inconvenience or discomfort to adjoining property owners, and to abate noise and park vehicles associated with the production off the public streets to the extent practicable. The holder must also avoid interfering with previously scheduled activities on public lands and limit interference with normal activity there. Under Section 4-19.6.e, when production activity will directly involve or affect businesses, merchants or residents on the block where filming occurs, the applicant must give those parties written notice at least seven days before the requested shooting dates, and the notice must tell them they can file objections with the Mayor's office, which become part of the permit review.

Production is deemed to affect a resident when it interferes with quiet enjoyment of the property, and to affect a business when it impedes foot traffic, blocks street parking, or obstructs access. Under Section 4-19.6.g the Mayor's designee can deny a permit outright if filming would unreasonably interfere with adjoining property use or the free flow of traffic, and can require an on-site police detail at the applicant's cost.
