Bayonne, NJ Filming & Production: Student Filming (2026)

Section 4-19.7 of the Bayonne City Code sets the base filming permit fee schedule at a minimum of $500 per day for basic permits, an additional minimum of $1,000 per day for filming in public buildings, parks or other public facilities, and a minimum of $50 per day for filming on private property, each subject to an impact review by the City's Law Division. Subsection 4-19.7.d then waives these fees entirely for filming done by a student at a grade school, high school, college, university or other bona fide educational institution, but only after the Mayor's designee receives a written certification from a teacher or administrator at the student's school stating the filming is for educational purposes only and is not intended for commercial use.

The waiver applies only to the fee; students filming public, political, sporting, educational or informational events for broadcast on public, educational or government access channels may separately qualify as fully exempt from the permit requirement under Section 4-19.4. Absent that broadcast exemption, a student filmmaker must still submit the standard application under Section 4-19.5 and obtain a permit before shooting on public or private property.
