Gardena, CA Filming & Production: Location Permits (2026)

Section 5.36.030 makes clear that 'all film production in the city' is subject to Chapter 5.36 and to the policies the community development director adopts to administer it, and that no one may use public or private property, a facility, or a residence for film production without first applying for and receiving a permit, unless the activity is exempt. Exemptions cover spontaneous news media coverage, production at a certified studio, and private noncommercial filming that will not disrupt traffic or neighbors, per Section 5.36.060. Every other applicant must submit a location application under Section 5.36.050 describing the exact address and specific location of the shoot, the inclusive filming dates and hours, the number of personnel involved, any animals or pyrotechnics, and the vehicles and equipment to be used, along with proof of workers' compensation coverage and a one-million-dollar general liability policy naming the City of Gardena as an additional insured.

Applicants must also carry proof of a Los Angeles County Fire Department filming permit before the city will issue its own. The community development director cannot issue a location permit unless satisfied the shoot will not unduly interfere with vehicular or pedestrian traffic, threaten city property, create a fire hazard, divert an unreasonable number of police officers from other duties, or violate any other law, and unless the application is complete and truthful.
