Chapter 5.36 defines 'student filming' as photographing, filming or videotaping for educational purposes, supported by a letter from the school verifying the filmmaker's student status and certifying that the school will retain rights to the finished project, or that the project will not be used commercially. That letter is the qualifying document the community development director checks before waiving the fee. Student filming remains 'subject to all other provisions of this chapter,' meaning the production must still file the full permit application required by Section 5.36.030, carry the insurance called for in Section 5.36.050, a one-million-dollar general liability policy naming the city as an additional insured, plus workers' compensation coverage, designate any public streets or city facilities it needs, and disclose the number of crew, any animals or pyrotechnics, and the exact vehicles and equipment involved.

The community development director must still find that the shoot will not unduly disrupt traffic, pedestrians, or nearby residents' quiet enjoyment of their property, will not create a fire hazard, and will not divert so many police officers that other parts of the city lose normal protection, before issuing the permit. Charitable films for qualifying nonprofit organizations receive the identical fee waiver. Only the permit fee is excused; every other requirement, including proof of a Los Angeles County Fire Department filming permit, still applies to a student production shooting on Gardena streets or private property.
