Gardena adopts Los Angeles County Code Title 10 by reference through Municipal Code Chapter 6.02, so the County leash law applies citywide. Dogs may not run at large, and off the owner's property must be on a substantial leash no longer than six feet controlled by a competent person.
Gardena Municipal Code Chapter 6.02 (Animal Control Services) adopts LA County Code Title 10. Under Section 10.32.010, dogs may not run at large on any public street, park, or public area, or on private property other than the owner's without consent. On public property or common areas, a dog must be restrained by a substantial leash not exceeding six feet, held by a person capable of controlling it. Dogs may be off-leash on the owner's own property. The Chief of Police serves as city poundmaster and enforces animal control through Gardena Police Department Code Enforcement; the LA County Carson/Gardena Animal Care Center provides sheltering. All dogs over four months must be licensed via DocuPet.
Letting a dog run at large violates LA County Code 10.32.010 as adopted and is generally an infraction, subject to impound fees and citation. Loose or unlicensed dogs may be impounded at the Carson/Gardena shelter, with reclaim fees.
