Gardena has no formal dark-sky ordinance but regulates exterior lighting through the development standards of Gardena Municipal Code Chapter 18.42. Exterior light fixtures must be enclosed on the top and sides, poles are limited to 16 feet, and security lighting may not be directed beyond property lines.
GMC 18.42 requires all exterior bulbs and LEDs to be enclosed on the top and sides when mounted to a building, pole, or structure; suspended light strings and holiday lights are exempt. All light poles and fixtures are capped at 16 feet from finished grade, including pole and fixture combined. For multifamily, commercial, and industrial projects, security and lighting plans must accompany site plans, entries and parking areas require dusk-to-dawn lighting, and security lighting must not be directed beyond property lines. Commercial plans must average two footcandles and multifamily plans one footcandle in common areas. Sign illumination visible from a residential zone must be shielded to minimize light spilling into that zone.
Unshielded fixtures, over-height poles, or lighting that spills onto neighboring property can be cited during plan review or as a code-enforcement nuisance.
