Gardena, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Gardena's C-3 zoning chapter lists veterinary clinics and hospitals as item seventeen in the long roster of by-right permitted uses under Section 18.32.020(B). The subsection's opening sentence sets the operating floor for every use on that list, including veterinary clinics: businesses must involve no manufacture, processing, or treatment of products beyond what is clearly incidental to a retail business on the premises, and operations cannot be objectionable due to noise, odor, dust, smoke, vibration, or similar causes. Section 18.32.020's lead-in paragraph adds that all uses must be conducted within an enclosed building unless otherwise expressly authorized.

Because the list groups veterinary clinics with pet shops, medical and dental offices and clinics, and dental laboratories, a veterinary practice clears zoning without the discretionary conditional use permit that Section 18.32.030 demands for other animal-adjacent or intensive commercial uses in the same zone, such as hospitals, day care facilities, or amusement arcades. Subsection (A) of Section 18.32.020 further widens the field by folding in every use already permitted in the C-2 zone, so a veterinary practice qualifying under C-2 is likewise allowed in C-3.

Any use claimed as similar to veterinary clinics but not itself listed still needs a similarity finding from the planning commission under Section 18.42.040 before it can rely on this by-right status.
