Gardena is one of the few Los Angeles County cities that still permits state-approved 'Safe and Sane' fireworks. They may be sold from nonprofit stands June 28 through July 4 and used only on July 4 between noon and 10 p.m. All other 'dangerous' fireworks are illegal statewide.
Gardena regulates fireworks under Chapter 8.16 of the Municipal Code. Unlike most LA County cities that ban all fireworks, it still allows 'Safe and Sane' fireworks — the only ones approved by the State Fire Marshal that are not 'dangerous.' Under Section 8.16.020, they may be sold only 9 a.m.–10 p.m. from June 28 through July 4, and discharged only noon–10 p.m. on July 4. Sales permits go only to qualifying nonprofits (Section 8.16.040), with no more than eight outstanding at once; applications are filed March 1–31 (Section 8.16.030). No one under 18 may buy, sell or use them. All 'dangerous' fireworks — firecrackers, bottle rockets, aerial shells — are illegal statewide.
Under Section 8.16.170, violating Health & Safety Code Sections 12500–12726 is punished per Sections 12700–12702. Violating the core prohibitions (8.16.140/8.16.150) is a misdemeanor under Chapter 1.16; other violations are infractions, plus an administrative citation and fine under Chapter 1.20.
