Section 5601.3 of the LA County Fire Code (Title 32) makes it unlawful to store, manufacture, sell, use, or handle any fireworks without a valid display permit in unincorporated areas. Only 'snap caps' and 'party poppers' are exempt. Possession of M-80s, M-100s, or similar explosives is a felony under California Health & Safety Code 12677. The ban is enforced by LA County Fire and LA County Sheriff's Department, especially around July 4 and New Year's Eve.
Fines up to $1,000 and up to one year in county jail. M-80 / M-100 possession carries up to 16 months in state prison.
