Pomona, CA Fire Regulations: Fireworks (2026)

City Code Division 2 of Chapter 34 makes it a misdemeanor for anyone to fire, shoot, discharge, set off or explode a torpedo, rocket, firecracker, squib, blank cartridge, or anything containing chloride of potash, sulfur or saltpeter mixtures, or any other explosive substance, within the city (Sec. 34-112(a)). 25 grain of explosive compound per cap, defined as "paper caps" in Sec. 34-112(b). Even those paper caps cannot be discharged in the public right-of-way or any public place, or anywhere other than the discharger's own residence without the property owner's express permission; violating that limit is an infraction under Sec.

34-112(c). Selling, giving away or soliciting sales of any fireworks other than paper caps is also a misdemeanor under Sec. on a weekday, Sec. 34-113(b). Sec. 34-111 separately makes it a misdemeanor for a parent, foster parent or guardian to allow a child under 18 to discharge fireworks, and a misdemeanor for that adult to allow the child to possess paper caps in any public place. Enforcement runs through the police chief or a designee, who may issue an administrative citation under Sec. 2-1184 to the person who discharged the fireworks, the person leasing or occupying the property, or the property owner where the discharge occurred, per Sec. 34-114(a); the city council sets the administrative fine amount by separate resolution under Sec. 34-114(b).
