Section 12.16.010(A) of the Montebello Municipal Code requires a temporary permit for the activities listed in that section plus any activity the city council finds similar or related, unless the city or a school district is sponsoring it on its own premises. Section 5.08.010(A)(10) confirms filming falls within that scheme, taxing per day each of the activities for which a temporary use permit is required under Chapter 12.16, listing filming at $165.82 per day alongside circuses, carnivals, parades, and public demonstrations. Section 12.16.020 requires a written application to the license collector naming the applicant, the proposed location, the nature and duration of the activity, and any equipment to be used.

Section 12.16.030 sets a twenty-five dollar filing and investigation fee, waivable for applicants already exempt from business license fees or for long-established local charitable, religious, or civic organizations.
