Newark, NJ Filming & Production: Location Permits (2026)

Anyone who wants to film on public or private land within Newark must first apply for and obtain a permit from the Office of the Mayor before shooting a single frame. 2(a) requires the application to be filed with the Mayor's Office of Public Information during normal business hours, on a city-approved form, along with the filming permit fee. 2(c) can instead pay $1,000 for expedited review. The permit itself must specify the exact approved location and the specific days of filming, and it has to remain available on-site for inspection by city officials for the duration of the shoot.

3(a) requires the applicant to carry $1,000,000 per-occurrence/$2,000,000 aggregate bodily injury coverage and $300,000 in property damage coverage, name the City of Newark as an additional insured entitled to 30 days' notice of cancellation, sign a written indemnification agreement, and hire off-duty Newark police officers in the number the Division of Police requires. 2(b) lets the Mayor's Office withhold the permit outright. A permit under this chapter is separate from any License Agreement the Corporation Counsel and Business Administrator may still require for filming on city property.
