Oceanside, CA Filming & Production: Location Permits (2026)

Article VII of Chapter 7, "Motion Picture and Television Production," requires a location permit before anyone films, videotapes, or produces motion picture or television content for public exhibition anywhere in the city other than at an established motion picture or television studio; Sec. " Sec. 49 carves out four exemptions: purely private or family filming, filming for a criminal investigation or civil proceeding, news filming, and nonprofit community-access video production that isn't run as a commercial venture. For everything else, Sec. 50 requires the city manager's application form to capture the applicant's legal and business name, business address and phone, an insurance certificate, the proposed filming location(s), dates and times, any city employee services requested on-site, a description of the scenes to be filmed, the on-location point of contact, and proof of financial responsibility.

Sec. 51 sets the filing deadline: applications must reach the city manager "at least five (5) business days in advance" of the planned filming, taping, or production start. Sec. 54 layers on an insurance floor of one million dollars in combined single-limit comprehensive general liability and property damage coverage, naming the City of Oceanside as additional insured, with the certificate filed at the city clerk's office at 704 Third Street, plus statutory workers' compensation coverage. Sec. 55 requires the permittee to indemnify and hold the city harmless for claims arising from the production.
