Parsippany-Troy Hills, NJ Filming & Production: Location Permits (2026)

Chapter 160, Filming, was adopted by the Township Council on 6-25-2019 as Ord. No. 2019:28. Section 160-1 defines filming as the taking of still or motion pictures, on film, videotape, digital or similar recording medium, for commercial purposes intended for viewing on video receivers, television, in theaters, the Internet or for institutional use.

Section 160-2(A) says no person, firm, organization or corporation shall film or permit filming within the Township of Parsippany-Troy Hills without obtaining an application, obtaining the required approvals, and filing the completed and approved permit with the applicable permit fee at least 10 calendar days prior to the first date that filming is to take place. Applications come from the office of the Township Clerk during normal business hours, on a form approved by the Township Clerk, and must be accompanied by a permit fee in the amount established by resolution. Section 160-8 puts the fee schedule in the hands of the Township Council by resolution.

The application must include the locations of filming; the proposed duration, including dates and hours, subject to the final approval of the Township Clerk; the amount of space required on public streets, highways and sidewalks; the contact information of the applicant, including the on-site person; and, on private property, proof of the property owner's consent to film.

The Township Clerk can refuse a permit under § 160-3 and can waive requirements under § 160-4 where strict compliance would pose an unreasonable burden. After approval, § 160-6 has the Clerk send copies to the Police Department, the Fire Safety Bureau and appropriate New Jersey state agencies, including the New Jersey Motion Picture and Television Commission. The applicant must notify the Police Department and the Fire Safety Bureau 24 hours before filming and allow inspection of the site and equipment. Section 160-7 also makes the applicant reimburse lost revenue such as parking meter revenue and repairs to public property.
