Parsippany-Troy Hills, NJ Animal Ordinances: Dog Leash Laws (2026)

Two subsections of § 91-8 govern dogs outdoors. Subsection E bars any person owning, keeping or harboring a dog from permitting it to run at large within the limits of the Township. Section 91-1 defines RUNNING AT LARGE as the running or standing of any dog, on any street or other public or private place, except on the property of the owner or the custodian of the dog, unattended and not under the immediate control of some responsible person able to control such dog. Subsection E excepts private property where the owner has consented to the dog running at large, and hunting dogs during hunting season or while they are being trained, provided at all times such dogs are under the control of the owner and trainer.

Subsection F is the leash rule: a dog off the premises of the person harboring it, or upon the public streets or in any public places of the Township, must be accompanied by a person over the age of 12 years and be securely confined and controlled by an adequate leash, not more than eight feet long. The Cameron Dog Park on South Beverwyck Road is the local exception: dogs must be leashed at all times except when within the fenced-in free run areas (§ 91-23D), handlers must be at least 18 years of age with a valid pass and can bring only two dogs at a time, and the park is open from 1/2 hour after sunup until 1/2 hour before sundown.

Licensed dogs must wear the registration tag on a collar or harness (§ 91-8A). Section 91-5A directs the Animal Control Officer to impound any unlicensed dog running at large, and any dog off the premises of its owner that the officer has reason to believe is a stray. An unclaimed animal can be destroyed seven days after seizure, and impound fees are $35 for the first day and $15 per day for each additional day (§ 91-5D).
