Parsippany-Troy Hills, NJ Animal Ordinances: Microchipping (2026)

In Parsippany-Troy Hills, microchipping appears in the Township Code in Chapter 91, Article V, and in the Chapter 156 fee schedule, and both concern cats. Article V, the trap, neuter, vaccinate and release program adopted 9-17-2019 by Ord. No. 2019:44, defines the program as one in which feral and stray cats are trapped, neutered or spayed, vaccinated against rabies, microchipped and returned to the location where they congregate.

The caregiver duty is in § 91-32B: caregivers shall take all reasonable steps to have all cats in the colony spayed or neutered, vaccinated against rabies, microchipped and ear tipped for easy identification. The wording is all reasonable steps, and the microchip sits in the same list as sterilization and rabies vaccination. The article sets no separate deadline for it.

The program side is § 91-31C. Healthy community cats trapped by Animal Control are returned to where they were found, or released to a caregiver, after being sterilized, vaccinated for rabies, microchipped and ear tipped while under anesthesia by a licensed veterinarian. The program itself runs through Township Animal Control Services under the supervision of the Animal Control Officer (§ 91-31A), and the Animal Control Officer is authorized and directed to adopt and enforce the rules needed to implement it (§ 91-35).

Ear tipping is the visible companion to the chip. Section 91-29 defines it as removal of the 1/4 inch tip of the community cat's left ear, performed while the cat is under anesthesia by a licensed veterinarian, and designed to be an indication that the community cat has been sterilized and vaccinated for rabies.

The price is in § 156-3F(2), part of the Chapter 156 list of miscellaneous fees: insertion of microchip for cats, $10 per cat. The Cats heading carries an amendment note of 8-24-2004, Ord. No. 2004:27, and paragraph F(1), the former rabies inoculation fee for cats, was repealed 12-16-2008 by Ord. No. 2008:37.
