Parsippany-Troy Hills, NJ Animal Ordinances: Breed Restrictions (2026)

Chapter 91, Article I (Ord. No. 2003:24) regulates dogs by declaration, not by breed. Section 91-1 defines POTENTIALLY DANGEROUS DOG as a dog declared potentially dangerous by the Municipal Court pursuant to N.J.S.A. 4:19-22, and defines DOG as any dog, male, female, or neutered, or any dog hybrid. Section 91-2A(5) says potentially dangerous dogs require an additional potentially dangerous dog license, and § 91-2D(2) sets that additional fee at $150. The ordinary license fee is $15 for a spayed or neutered dog and $18 for a nonspayed or nonneutered dog, with a late fee of $10 for a renewal obtained on or after the first day of March and $5 a month thereafter, not to exceed $50 (§ 91-2D(1)).

Licenses expire on January 31 (§ 91-2E). Breed appears only as a descriptive item on the application, which asks for breed, sex, whether the dog has been altered, age, color and markings, and whether the dog is of a long- or short-haired variety (§ 91-2B(1)(a)); the application also asks whether the dog has been found potentially dangerous pursuant to N.J.S.A. 4:19-23 (§ 91-2B(1)(c)). Registration numbers, including those for potentially dangerous dogs, are issued in the order applications are received (§ 91-2B(2)). Section 91-14 exempts dogs used for law enforcement activities from the provisions relevant to potentially dangerous dogs.

The Animal Control Officer, appointed by the Mayor, enforces the article (§ 91-12), and § 91-5 directs impounding of any unlicensed dog running at large, with impound fees of $35 for the first day and $15 per day for each additional day.
