Sec. 23-231(d), part of the same special-event permitting article that classifies film location shoots, singles out "sound events" for extra review. Any organized event, which by definition of Sec. 23-231(e)(1)e includes a film, photo, or commercial location shoot, that involves amplified sound must have that sound component approved by the city's department of natural resources, on an application form processed alongside the event administrator's review of the underlying special event permit. In deciding whether to approve the sound component, the department may weigh the proposed time, location, and duration of the sound; secondary harms; whether a more suitable alternative location or time exists; the effect the sound levels would have on the city's ability to conduct crowd control; the hardship on the production if the sound event is denied; the history of citizen noise complaints for the same or similar events or locations; and the decibel level the event is likely to generate.

Approval is not unconditional. The department may attach reasonable conditions addressing the sound's impact, including limiting the event's duration or time of day, moving it to a more suitable location or time, setting acceptable decibel levels, and dictating the positioning and direction of amplification equipment. Because this sound review runs through the department of natural resources rather than the event administrator alone, a production needing PA systems, generators, or amplified dialogue playback on a public street or park must build in lead time for both the special event permit and this separate sound approval before shooting can begin.
