The noise duty sits in § 217-4(C) of Chapter 217, Filming. The holder of a permit must conduct filming so as to minimize the inconvenience or discomfort to adjoining property owners and, to the extent practicable, abate noise and park production vehicles off the public streets. The section prints no decibel figure, so the measure is the Filming Review Committee's judgment of what is practicable at the location.

Hours are fixed in § 217-4(D) for residential zones in the City of Perth Amboy. Filming is permitted Monday through Sunday between 7:00 a.m. and 9:00 p.m., with crew permitted to wrap up production by 10:00 p.m. Any night shooting must be approved by the Police Department. Night shooting is defined as all filming occurring in residential zones 1/2 hour after sunset and applies only to a project with exterior filming. In no event can an applicant film in a residential zone after 11:00 p.m. The committee is directed to make every effort to work with residents, and requires the applicant to give affected residents no more than three days' notice of parking restrictions, night shooting or other inconveniences.

Neighbors get a voice in the process. When production directly involves or affects businesses, merchants or residents, they must receive written notice of the filming no less than three days before the requested shooting dates and be told that objections can be filed with the committee. Those objections form part of the application and are considered in its review.

The committee can also refuse an application under § 217-4(G) when filming at the proposed location or time would unreasonably interfere with the use and enjoyment of adjoining properties. Vehicles used by the production, including crew vehicles, are parked off the public right-of-way to the maximum extent permitted and cannot encroach on private property without written consent. The City can tow violators at the permittee's cost.
