Clifton, NJ Filming & Production: Street Closures (2026)

Section 317-10's fee schedule sets a category called "Inconvenience fees" that covers street closures needed for a production: up to $1,000 per day where the affected street serves fewer than 10,000 residents, and up to $5,000 per day where it serves more than 10,000 residents. These closure fees are separate from the base filming permit fee ($100 basic, $250 if applied for with three or fewer days' notice, $25 for nonprofits) and from the daily filming fee on public property ($150 or $500 depending on production budget).

Any off-duty police or fire staffing tied to the closure is billed at the municipality's standard hourly rates, and § 317-5B lets the Chief of Police require an on-site patrolman, with the cost borne by the applicant as a production cost, whenever a shoot risks impeding traffic flow. Before granting any waiver of chapter requirements, § 317-7C directs the City Manager to weigh "the extent to which the applicant is requesting restrictions on the use of public streets or public parking facilities during filming," alongside factors like traffic congestion and the applicant's ability to clear vehicles and equipment from public streets.

The application itself is submitted to the Municipal Clerk under § 317-2, and the permit approved by the Clerk sets the specific location and dates, which in practice is where the extent of any requested street closure gets fixed.
