Elk Grove, CA Filming & Production: Street Closures (2026)

When a motion picture or television production would disrupt traffic on Elk Grove streets, the City Manager can attach conditions to the required special business license under EGMC Section 4.10.385 governing "the time, place or manner of conducting the motion picture production" specifically to reduce that disruption. The same subsection lets the City require the production to deposit cash to cover the cost of any public resources, including City or Cosumnes Community Services District personnel, needed to facilitate the shoot or reduce the disruption of traffic.

Before those conditions are set, the City Manager circulates the application to the Chief of Police, the Fire Chief, and any other official whose jurisdiction or authority would be affected, which includes the Public Works Director for street-related impacts, and each official has 15 days to submit written findings and a cost estimate for the resources needed (EGMC 4.10.375). If a production poses a potential safety hazard from a street closure or diverted traffic, the City Manager can also require the licensee to indemnify the City and the Cosumnes Community Services District and carry liability insurance in a form and amount set by the City Manager and City Attorney (EGMC 4.10.385(C)). A production cannot lawfully close or occupy a street until its special business license, with these conditions attached, is issued under EGMC Section 4.10.365.
