Novi, MI Filming & Production: Street Closures (2026)

Every Article III filming application must attach a traffic-control plan of the exact filming location listing the roads or lanes to be closed, if any, alongside a site sketch and base-camp plan (§ 24-29(3)). Because a road closure adds complexity, the city manager's office gets up to seven working days, rather than the standard four, to issue a permit that includes road closures, stunts or special effects (§ 24-27). Once filed, the application is forwarded to the police chief, fire chief and community development department, who investigate and report findings within four days (§ 24-30).

Production vehicles staged near a closure cannot block parking-lot access drives or fire hydrants or park in fire lanes, and must leave at least 20 feet of clearance between vehicles parked on either side of the road so emergency vehicles can pass (§ 24-31(3)). Base camps themselves may not sit on a public street; only necessary production vehicles, such as grip and light trucks, may park on the street at the filming location (§ 24-31(4)). Before issuing the permit, the city manager must find that the activity will not unduly interfere with traffic or pedestrian movement, that no street will be completely closed for an unreasonable period, and that adequate advance notice of any street closure was given under § 31-9 of this Code (§ 24-32(1)).
