Richmond, VA Filming & Production: Street Closures (2026)

Richmond's only codified street closure fee for special events, including filming, appears in Richmond City Code § 8-279(c)(9): an "application and processing fee for street closures related to special events (per street)" of $50.00. Because the fee is charged "per street," a production or event that needs multiple blocks closed pays the fee once for each street involved, not once for the whole footprint.

This street closure fee sits inside the same subsection that separately prices two other production-related costs: item (10), a $125.00 drone filming permit fee that requires an FAA license, and item (11), a $100.00 daily staff cost "for on-site film productions... per location." All three fees are administered together as part of the Department of Parks, Recreation and Community Facilities' fee schedule for use of public grounds and indoor facilities, and each is layered on top of the base $25.00 nonrefundable permit processing fee that Richmond City Code § 8-281 requires for any permit to use department-owned or managed property, which rises to $50.00 if the application is filed seven days or less before the event.

The Code does not carve out a separate approval process for street closures tied specifically to filming as distinct from other special events; the same per-street fee and permit structure applies regardless of whether the closure supports a parade, festival, or film shoot. Organizers should also expect the $250.00 refundable security deposit and $40.00-per-hour staff cost that attach to grounds-use permits generally under § 8-279.
