Article 15's scope clause, Sec. 24-70, is written broadly enough to cover street-level production work: the article applies to filming or videotaping "on city owned property, which includes parks and all areas of the city right-of-way," language that sweeps in streets, curbs and sidewalks used for staging, equipment or blocking traffic, not just park grounds. That scope matters because Sec. " In practice that means a production that closes off a block of metered curb parking to stage trucks or equipment reimburses the city for those spaces on top of the flat waiver fee, rather than paying a separate street-closure fee schedule; Chapter 24 does not set a per-space dollar rate, leaving the metered-rate cost to be calculated for the specific spaces obstructed and the length of the closure.

The underlying permit obligation comes from Sec. 24-72, which requires the commissioner of public works to issue the film permit before any right-of-way obstruction begins, and Sec. 24-73 requires the application, including the location and duration of any street or parking use, to be filed at least ten days ahead. There is no separate 'street closure' article in Chapter 24 outside the film permit ordinance; obstruction of the right-of-way for filming is governed entirely through this fee-and-permit structure in Article 15.
