Syracuse, NY Parking Rules: Snow Removal Parking Rules (2026)

Article XVI's § 15-337 lets the city designate certain streets, listed in Schedule IV of the Traffic Code, as emergency snow routes. Once the mayor or acting mayor declares that a snow emergency exists, it becomes unlawful to park or stand a motor vehicle on any part of a designated route, and the only exception in the text is the expeditious loading or unloading of passengers, meaning a driver may pull over briefly to let someone out but cannot leave the vehicle standing there. A second, distinct rule in the Streets and Sidewalks chapter reinforces snow-route enforcement year-round rather than only during a declared emergency: § 24-14a makes it an offense, during the winter months of November through March, for a person to cause, permit, allow or suffer a motor vehicle they operate to become stalled or immobile on any part of a street designated an emergency snow route, unless the drive wheels are equipped with snow tires, tire chains, or other visible traction devices.

A vehicle that becomes stalled on a snow route without that equipment can be removed by any police officer at the owner's expense, the same removal authority used for detached vehicles obstructing a street under § 24-14. Together the two sections give Syracuse two separate levers: an outright parking ban on designated routes the moment a snow emergency is declared, and a year-round equipment requirement that punishes getting stuck on those same routes even absent a declared emergency.
