Chapter 85's fee schedule, Section 85-10, sets four tiers. A basic filming permit costs $100, rising to $150 if the applicant wants the City Clerk to waive the three-day advance filing requirement of Section 85-3A and process the application within 24 hours. Productions filming entirely on public property pay a $200-per-day fee on top of the basic permit, and major motion pictures, defined in Section 85-1 by studio affiliation, streaming platform or a budget of at least $5,000,000, pay $1,000 per day on public property.

Subsection D carves out nonprofit applicants filming for educational purposes, including student films, at a flat $25 fee with no daily rate required, and Subsection E makes filming entirely on private property free. Every applicant, regardless of fee tier, must still go through the same permit process in Sections 85-2 and 85-3, including a City Clerk application, and public-lands filming still requires the insurance, indemnification and off-duty officer requirements of Section 85-3B unless the City Manager determines otherwise.
